After many calls to people in the USA I have come to know over the years, I think we have now established what the correct procedures are.

• You need to file with the Automated Export System (AES) for a Internal Transaction Number (ITN).

*This is not easy as you have to know import and export laws backwards. You can also use Coppersmith who is apparently now offering a service to obtain the ITN number for you for a U$50 fee. This is well worth it as they are experts on that area. I have started to receive copies of these forms, so it is already being implemented somewhere.

• As far as the South African authorities are concerned they will still accept the US Customs form 4457 as proof of ownership until they are advised by the US authorities of the change.
